Toast the dried chilies in a dry pan until fragrant. Soak them in hot water for about 20 minutes. Enough for them to be rehydrated and soft.
Prepare the Birria:
While the chilies are being soaked chop your garlic, onion, and tomatoes.
In the pan you toasted the chilies heat your tbsp of oil. Throw in the onions, garlic, and tomatoes. Remove once they are softened.
Add the cooked onion, tomatoes, and garlic to a food processor.
Remove the softened chilies and add to the food processor.
Add the seasonings to the food processor along with the vinegar and 1 cup beef stock. Process until smooth. It should be pretty thick. You can strain if you’d like for a smoother sauce.
Prepare the Chuck Roast:
Take your chuck roast and cut it into smaller chunks.
Once you have your meat cut up place it in a Dutch oven.
Add your Birria sauce and the remaining beef broth.
Preheat your oven to 350 and cook your Birria for about 3 hours once the meat is fully cooked and tender.
